One measure of motivation that has been used with forensic populations is the Personal Concerns Inventory (PCI) and a PCI-Offender Adaptation (PCI-OA). As well as demonstrating promise in measuring offenders' motivation, the administration of the PCI and PCI-OA shows potential as a motivation enhancer. However, a number of potentially useful changes to the PCI-OA that may maximise its potential have been identified. (Campbell, Sellen, & Mcmurran, 2010)
While there has been research interest in adult offender treatment motivation, little attention has been paid to motivation in imprisoned juveniles. But, in one study after applying this program in a juvenile institution the result was promising.
The programs are designed to bring about a change in the knowledge, attitudes, skills, or performance of trainees, and may also be used to change entire organizational units. For the trainee, the change is usually intended to:
(1) improve his performance in his present position,
(2) prepare him for the future requirements of his present position, or
(3) prepare him to meet the requirements of promotion to a higher position.

However, juvenile delinquency is a common social issue faced by every nation over the world. It has been one of the most important issues to be solved by focusing on the techniques/ programs that working within the social context.

In case of the juvenile institution it could be considered a negative environment because everyone there has committed a crime. In fact, from the social learning theory and how the environment could help in changing the behavior there can also be opportunities for the kids in these institutions to engage in some positive social learning through motivation which could help in the behavior modification process.
