The Book of Proverbs is one of the Wisdom books of the Bible. The book attempts to get its message across in the form of many short sayings, mottoes, and anecdotes, all while keeping the message of wisdom's eternal power.
Chapters 25-29 of Proverbs consists of phrases from King Hezekiah's followers. These chapters have two main themes: the good vs the "Wicked", and the rich vs the poor. The rich vs poor verses focus on the idea that the rich in material are often poor in spirit, and vice versa.
Chapter 30 of Proverbs contains the the sayings of Agur, the only true philosopher in a book full of philosophical sayings. Agur spends the first quarter of his chapter praising God, then spends the rest of it scolding humans for being self-centered and greedy.

The first 9 chapters of Proverbs serve as an invitation from Solomon (son of King David) to come and take up wisdom and do the work of God. These chapters also talk about all the wonderful things accepting wisdom will do.
Chapters 10-22 of Provebs are a collection of sayings from Solomon. The first half praises the wise and scolds the fools, while the second half talks about how awful those without wisdom are.
