The Southern states that seceded will have to create a new constitution. This constitution will help each state have its own rights and government. Each constitution should feature a few things. The constitutions should list each states own idea of voting laws. It should also include freedom for all blacks, no slavery, and rights and freedoms for all men. All men are to be treated equally, and shall have the same rights. The constitutions will be approved by the Northern government when finished.
The North will come help rebuild the South. The Southerners are given the right to choose which areas they want rebuilt by Northerners. If they do not want certain areas rebuilt by Northerners, but they still want the areas rebuilt, they will have to build those areas themselves. The government will provide all the tools necessary for the reconstruction. All Northerners working, will be under strict watch and will be led from work each day by a chosen leader. Northerners will have their day planned out, and will have a daily schedule. We will do all that we can to protect the South, so that they don't feel invaded.
The second idea for bringing back the economy of the South, is for the North to share some of their resources with them. The North could send food, wood for homes, seeds for planting, soil, and even fabric to help out the South. The Southerners will be given two acres of land, so they can build up their lives again with those materials. This will not only restore the Southern economy, but also make the South feel equal to the North.

What Limitations Will the South Have?
Several conditions are needed for Southern states to re-enter the Union. First, each and every state government must recognize that slavery no longer exists in the United States. Next, at least 10 percent of each states population must agree to come back into the Union. All states must also ratify the thirteenth amendment, which states that all slaves are free. Lastly, under Vice President Johnson's plan, all Southern generals from the Confederacy must come to the White House to request to be forgiven for their actions.
The limitations that the South should have is that anyone who supports slavery is not allowed into any government position, and won't be allowed to run for President. The South would have many limitations from the government. Nobody from the confederacy should be allowed into the government. The United States no longer supports slavery, therefore nobody will believe in it, and anyone who does will be banished from the country.
Who Will Pay for Reconstruction?
Our plan for the payment for reconstruction is for the North to pay most of the debt, so Southerners can get back on their feet. Every Northern citizen will pay ten dollars every month. If you have four people in your family, your family owes forty dollars. This will continue on for four months. After four months, Northern citizens will only need to pay two dollars a month. Each citizen must have their monthly payments in before or by the 12th day of every month. The Northern government will pay $15,000 every month until the Reconstruction cost is paid.
Southern Help
What if you can't pay the fine? Each southerner gets two stamps. Each stamp is a free pass where you do not have to pay your fine that month. Use them wisely because you only get two free passes until the Reconstruction Era is over. If you have already used your two passes, you can also borrow money from a northern bank. Every 3 months, you get fined 40% interest on your payment. This can help you out, but this is also very costly. If you don't pay your fines for three months or more, without a pass, you will be banished from this country.
The South, as we know it, is in economic shambles. We have come up with two ideas to help the rebuilding of the southern economy. Our first idea is sharecropping. Sharecropping is working on another person's land for free. Sharecropping allows you to have a home on the plantation that you work on. There will be fields to work, so you can grow your own food. The main perk is that you must give your owner half of your harvest. This may sound like slavery to you, but I can assure you it's not. You have a choice, and this choice can bring you wealth.
What About the South?
The North won't be the only ones paying money for the reconstruction of the south. After four months of the Northern citizens payment, you Southerners must pay ten dollars each month. After eight months, Southerns are reduced down to eight dollars each month, until the Reconstruction Era is over. Southern states will pay $5,000 each month for eight months. After those eight months, the southern states government will have to pay $12,000 each month to support the cause.
