Motion can only happen if it has forces to cause it, whether its a push or a pull. For example, the only way a soccer ball at rest can move is if a person kicks the ball and causes it to move. Or like bowling pins that are at rest until someone rolls a bowling ball causing it to push the pins and makes it fall. Forces can not only change the movement of an object but also the shape or position of it. But remember, forces won't always cause motion!
