Some words clearly belonged in a category such as Stalin or Gorbachev for USSR or Kennedy or Nixon for the US as they were all leaders of their respective countries at one time. Nuclear weapons were put with the US rather than USSR because the US already had nuclear weapons and were the first country to use them which they did in World War II when they bombed Japan. The soviets were more in an arms race to try to catch up with the US and their nuclear capabilities which is why arms race was put under the USSR category. Communism was put with both East Europe and the USSR because it was relevant in both sections.
