The Corridor of Shame

What is it?

  • The Corridor of Shame refers to rural impoverished schools along I-95 in the state of South Carolina
  • The name "Corridor of Shame" comes from a documentary that was created in 2005 by a advertising agency during a campaign for one of their clients

The Case

The Problem

Abbeville County School District vs. The State of South Carolina

What can you do?

  • "In 1993, 36 of the state’s poorest rural school districts joined together to sue the State of South Carolina for failing to provide 'a minimally adequate education' for its students"
  • The case is the longest running in SC state history. The final decision was only handed down in November 2014.
  • Why is a poor education system a problem?

The Problem

Defining "minimally adequate education"

Cocky's Reading Express

  • run down structures (no heat, leaks, condemned rooms)
  • fiscal constraints (not enough money to pay teachers)
  • lack of supplies
  • Raising taxes to increase funds for education compounds the problems in communities by increasing the burden on poor families.
  • Students unable to read or write are less likely to complete school
  • Corridor of Shame counties have the highest mortality and disease endemic rate in the state (If you're sick can you go to work and/or school?

Results

The program primarily serves students in 4K through second grade because research shows that if children acquire strong reading skills and a love of reading by the end of second grade they are more likely to succeed academically and graduate on time. Our priority is reaching students in under served public schools.

Boys & Girls Club

  • If someone told you that you went to school in the "Corridor of Shame" how would you feel?
  • What is your first reaction?
  • How does the connotation of the term hurt or help the students being educated there and the campaign to raise awareness?

Always look for tutors to help kids with their homework after school.

"The situation has gotten so dire that Rogers [the superintendent] has had to hire international teachers in core subjects like science, math and even English. The time needed to train and acclimate them to the schools usually matches the cap on their work visas, he said, and communication with students can be hampered by strong accents."

During his first campaign, President Obama visited a district along the corridor of shame. The media attention brought to the community created a huge rift within the community. Many felt they were being humiliated and shunned those responsible for bringing the attention in the first place.

The Supreme Court ruled in favor of the Abbeville County School district.

As much as I wish the General Assembly could eradicate poverty through legislation, it cannot. Today’s result creates out of whole cloth an incalculable constitutional standard and makes the General Assembly answerable to this Court for what is clearly a policy matter constitutionally committed exclusively to the Legislative Branch. As noble as the Court’s intentions may be, as judges, we are sworn to follow the law, not our hearts.” Justice Costa Pleicones
