The Military Reconstruction Acts of 1867 separated the south into five military districts. These districts were required to accept the 13th and 14th amendments into the constitution and new public officials were elected and swore allegiance to the Union.
The first military district was Virginia, the second one was North and South Carolina, the third was Florida, Georgia, and Alabama, the fourth was Arkansas and Mississippi, and the Fifth was the rest of them.
