Respondents were allowed to identify up to three unique barriers
1.) Lack of available work
The question went into additional detail related to the respondent's view on their skill set and the qualifications for job openings
Therefore this group includes those who believe the current job openings to not match their skill set, work hours or days they do not wish to work, and individuals who are difficult to employ due to a lack of "soft skills"
41% of respondents that selected this as primary barrier felt they were under qualified
38% of respondents that selected this as a primary barrier felt they were over qualified
4.) Lack of skills and training

A large majority of respondents were asked to complete the survey as part of the application process at a staffing agency. We had no way of ensuring that each answer was an unique respondent

Determine if "on-demand" service is feasible in our area (i.e. taxi service)

– Ichitan brand was created after Oishi brand. So Ichitan need to created choice different goal of Ichitan is healthy. Thus Ichitan brand make marketing about drink for health. Consumption want healthy them choose Ichitan more than Oishi.

Cost was a major barrier indicated as a majority of respondents in this area felt $75.00/week was the most they could pay
Most commonly noted drop off times that were not available were early morning 5 a.m. and mid-afternoon 3 p.m.
2.) Job Availability Awareness
Create additional survey for employers to determine the impact of identified barriers on their business and bottom line

Solutions that should be further explored
Coordination of transportation with City of Freeport
Explore taxi options, service contracts that could allow for operation outside of normal hours of operation
Financial assistance program (for work related transportation)
Note: We dropped the 2nd highest response ("An issue not listed here") because answers were variable and therefore a global solution could not be developed. We also did not include the "Health" category in our deeper look at the data/solutions for this same reason.
There are a variety of challenges facing our workforce in Stephenson County. Some barriers directly correlate with a lack of resources in that area while others relate specifically with connecting those in need with the available resources. Creating a link between employers and service providers will be critical to limiting the impact that these barriers have on the growth and bottom line of companies in our area. In addition, our ability to retain and maintain a qualified workforce will be a crucial factor in attracting new businesses.

Large majority of respondents came from staffing agencies
Conducted entirely online (no paper surveys were available)
232 of the respondents were not employed at the time of the survey (55.37%)
187 of the respondents were employed at the time of the survey (44.63%)
10.7% of respondents indicated that this was their primary challenge in related to employment
Many comments indicated a lack of "quick response" transportation was a barrier
Cost of public transportation is also a barrier
42% of respondents (that indicated transportation was a primary barrier) indicated $5-$10 round trip is the most they are willing to pay
7.7% of respondents indicated that this was their primary barrier in obtaining/retaining work
58.3% of the respondents that indicated that this was a challenge believed it was due to their own lack of professional development or training and not because of inadequate on the job training
16.5% indicated that this was their primary barrier in finding work
67.4% of respondents that indicated job availability awareness was their primary barrier indicated that they were not aware of companies hiring in our area
65% of respondents in this area indicated that they prefer online search engines to look for jobs
Further review data to determine key priorities and high impact areas
Determine if additional data from area employers is needed regarding specific barriers
Zip code data to assist with a transportation analysis plan
Shift schedules to determine transportation/daycare hour needs
Employment data related to the top reasons for turnover in their companies
Convene stakeholder groups to develop solutions around these major barriers
Research best practices related to workforce barriers
Working Bridges Program
Get information from YWCA related to the zip codes of licensed childcare providers, availability of 2nd and 3rd shift providers, etc.
Create a one page flier for employers to give employees as a resource related to daycare and after school options
Develop survey for companies that believe this is a major barrier to their workforce
Determine the major barriers impacting our local workforce
