France was at war with Britain at the time, so they misinterpreted the treaty as an offense against their own treaty of 1778 with America. This caused an undeclared war between France and the U.S.
Jay's Treaty is an agreement between America and Britain that allowed the U.S. to eventually build a stronger economy. Britain complied by saying they would withdraw from the Northwest Territory. Also, both of the countries were granted access to the Mississippi River. Nevertheless, boundaries between America and the British were established in the Northeast and Northwest. The treaty had been ratified by both America and Great Britain by February of 1796.
The British were preventing ships carrying goods from reaching French ports. Hundreds of these ships were American ships. The British were also using forts they still occupied in America while they provoked Native Americans to attack settlers. This almost caused Congress to initiate war.
To prevent war, George Washington sent John Jay to Britain. The British were fighting France; therefore, they did not want to start war with America. But they knew that America was dependent on trade with Britain, so they only agreed to sign the treaty if their conditions were met.
