Institutional Development and Policy Support

The objectives of the Mindanao Development Corridors will be achieved by providing the enabling environment for growth through:

This component refers to the institutional structure which takes responsibility for the initiation, implementation, monitoring and evaluation of the development corridor. Since corridor development entails inter-regional coordination and cooperation, the institutions and the mechanisms among government among agencies responsible for infrastructure and industrial development, regulation of public services, public-private partnership will be established. Likewise, policies which will facilitate and encourage trade and investments in the corridors will be pursued.

This component will facilitate the inflow of private investments in the development corridors targeting but not limited to the identified priority industries. It shall optimize Mindanao’s advantages in terms of trade and economic ties with the BIMP EAGA and the ASEAN as well as open trade and economic cooperation with other countries—transforming Mindanao as a haven for investments characterized by less-restrictive investment, reduced cost of doing business and having a competitive environment for investments.

Logistics development would refer to the programs and projects which move goods such as procurement, transport, consolidation, trans-shipment, storage and packaging but also the facilitation of this movement through the processing of documents, coordination among participants, monitoring of activities and financing of transactions. (Council of Supply Chain Management Professionals, 2004)

This component centers on improving productivity and contribution of agri-industries to Mindanao and Philippine GDP though industry profiling and clustering as well as value and supply chain development for priority crops and agriculture products in Mindanao.

Connectivity, in the context of Mindanao Development Corridors, implies physical connectivity, which refers to development of infrastructure or “Hard Infrastructure” such as roads and bridges, sea port and airport, and information and communications technology.

The Biodiversity and Eco-tourism Cluster in South Central Mindanao Development Corridor is characterized by a diverse ecosystem with rainforests, cave formations, rivers, pristine shorelines, and critical habitats of endemic flora and fauna.
