Executive Branch in VA
VA Supreme Courts:
- have both limited original and appellate jurisdiction
- main job is to REVIEW the decisions of lower VA state courts
VA Court of Appeals:
- Appellate jurisdiction to review appeals for the Virginia CIRCUIT Courts
VA Circuit Courts:
- Appellate jurisdiction in appeals cases from VA's DISTRICT Courts
- original jurisdiction in FELONY cases
- State's trial court because only one with a JURY
- Have a GRAND JURY
VA District Courts:
- original jurisdiction in MISDEMEANOR cases
- include a JUVENILE and Domestic Relations Court
The VA state executive branch includes the GOVERNOR, his lieutenant governor, an ATTORNEY GENERAL, agencies, COMMISSIONS, and Regulatory Boards.

1. Prepares the biennial BUDGET
2. Administers the STATE BUREAUCRACY
3. Appoints his CABINET members
4. Grants PARDONS
The G.A. MAKES LAWS while the state courts make sure those laws do not violate the U.S. CONSTITUTION or the VIRGINIA CONSTITUTION
The courts have JUDGES that are appointed or picked by the GENERAL ASSEMBLY to their positions.
The Governor prepares his recommendations for the biennial BUDGET, but the GENERAL ASSEMBLY must approve the actual budget.
FEDERALISM is the division of power between the NATIONAL govt and the STATE govts.
SEPARATION OF POWERS and checks and balances work the same way in the states as they do for the national govt.
VA government is made up of three branches:
LEGISLATIVE
EXECUTIVE
JUDICIAL
The Legislative Branch always MAKES laws. The Executive Branch always EXECUTES the laws. The Judicial Branch always INTERPRETS laws. This is the case for both the national govt branches and the state govt branches!
The Legislative Branch is called the GENERAL ASSEMBLY.
Made up of the HOUSE OF DELEGATES and the VIRGINIA SENATE.
