The water cycle involves precipitation, therefore, the Afghanistan blizzard was affected by the water cycle.
There's really no way to prevent a blizzard, but through proper preparations, such as food, clothing, blanket, and fuel storage, the damages and casualties would be dramatically reduced.
The blizzard was caused by low temperatures and strong winds. Because of the strong winds and heavy snowfall, visibility was minimal, which is key for a snowstorm to be classified as a blizzard.
Several thousand dollars were used to rebuild buildings that were damaged in the blizzard and the death of livestock. Aid organizations and foreign troops also helped out by distributing food, clothing, blankets, and fuel to the most affected areas. It most likely took around a year or more to fully rebuild.
There were at least 926 recorded human deaths, over 100,000 sheep/goat deaths, and almost 315,000 cattle died.
It occurred in the winter (February) of 2008 in Afghanistan and lasted about a month.

I chose this natural disaster because it looked really interesting when I was scrolling through all of them. Some information that I found while I was researching that surprised me was that so many people walked through the snow without shoes that many people had to have foot amputations.
