This suggests the people in the house were in on it,

If the people in the house were in on it, who
put them up to it?
"The Chauffeur-- he was one of Wolfshiem's
proteges--heard the shots-- afterward he could
only say that he hadn't thought anything
much about them." (pg140)
Consider Wolfshiem's Characterization:
has the "'finest specimens of human molars'"
as his cuff buttons (pg 71)
suspicious-- described as always looking around
Nick asks why he's not in jail for fixing the world
series, Gatsby replies: "They can't get him,
old sport. He's a smart man." (pg. 72)
Wolfshiem doesn't go to Gatsby's funeral:
"I cannot come down as I am tied up in some very important business and cannot get mixed up in this thing now." (pg 143)
Wolfshiem describes a murder the first time he is
introduced to the reader: "I can't forget so long as I
live the night they shot Rosy Rosenthal there." (pg 69)
Gatsby's tied up in some risky business
dealings with Wolfshiem. Tom says: "Walter could have
you up on the betting laws too, but Wolfshiem scared
him into shutting his mouth" (pg 119).
"So Wilson was reduced to a man
"deranged by grief" in order that
the case might remain in
its simplest form." (pg 141)
Other evidence which points to Wolfshiem:
Myrtle's sister uncharacteristically says
nothing, like she'd been paid off:
"but Catherine who might have said anything,
didn't say a word"(pg 141).
Wolfshiem certainly has the means and the motive
Tom knows about Gatsby's work--Gatsby becoming
a liability
If he didn't get caught for fixing the world series
he could get away with Gatsby's murder
Tom contacted Wolfshiem while he was finding dirt on Gatsby: "You're one of that bunch that hangs around with Meyer Wolfshiem...I've made a little investigation into your affairs--and I'll carry it further tomorrow" (pg 118)
Wolfshiem saw Gatsby was becoming a liability
Wolfshiem plotted with Tom to murder Gatsby
When Myrtle dies they see their chance to blame the murder on Wilson
Wolfshiem had his associates in the house so that no one would save Gatsby
Tom invites Wilson over saying he has information, sends Wilson to
Gatsby's
Wolfshiem and associates Kill Wilson, kill Gatsby, lay Wilson in the grass nearby
Wolfshiem pays off all those involved in the investigation
But what about Wilson? And the fact that Tom
told him about Gatsby?
Solution: Tom's in on it too
Tom wants Gatsby dead because of his affair with Daisy
knows about Wolfshiem and some of Gatsby's dealings: "That drug store business was just small change" (pg 119)
Could have contacted Wolfshiem, then knew
Wilson would come to him, where he could send
him over to take the blame.
