Step 1. Pre-Referral Actvities
-Team Review of referral, and this now becomes a process within special education.
-decide if assessment is recommended, and if so parents must be invited to be involved in the planning of it.
-IEP team must have the "minimum membership" to be legal (special education teacher, general education teacher, school psychologist, administrator or designee, parents or guardians and the student when appropriate).
- Goal is to keep student in the classroom or school they would attend in no disability or impairment were present.
-IEPs are about appropriate not the best, and IEP is appropriate if it provides education benefit to the child, measure on IEP goals.
-Teacher must conduct two positive substantial interventions
-Must consider the possibility of a "curriculum disability" (general education)
Step 4. Eligibility Determination
-after assessment is done, special education category is decided (type of plan)
-make sure to follow state guidelines for eligibility if any.
-if no state guidelines follow Federal IDEA and local guidelines for eligibility.
-Arizona has state guidlines, but they are not written into statute or rule.

Step 6. Progress Reporting and Annual IEP Review/Revision
- Progress toward meeting IEP goals must be reported at least as often as progress is reported for all students
Step 7. Dismissal from services
When a student no longer qualifies for an IEP after meeting their goals, or graduate from high school or turn 21 there must be documentation and written agreement that they no longer will receive services
Step 3. Assessment/Reassessment
-Parents must be assessment plan writing, if it is an initial assessment in the district, parents must give their written approval for plan within 14 calendar days
-If not in initial assessment parents still must have in writing.
-District has 60 calendar day to complete assessments and hold a meeting about results.
-contact parents at least 3 times in at least two modes
-All of the above must be given in parents primary language
