This quote is a turning point in the novel as Harvath had begun to uncover the overall plot and formulate his own plan to stop it. He realized what he had to do and this pushed the book closer to its climax.
Middleton and his government contracting agency try to initiate a cyber terrorism attack that would leave the control of the internet in their hands. They infiltrate the government and plan to blame Harvath and his spy agency for the attack, plan to have them all killed. Harvath has to try and avenge his colleagues and stop the attack
The main theme has to do with privacy and if it is a natural right. Middleton's agency hacks into security cameras around D.C. so they can always follow everyone's movements. They can also follow peoples movements on the internet to help track them down.
