approximately two thirds of all generated energy is lost through the conversion and distribution processes. These losses occur at various stages of converting the energy to its intended useful form.

Every unit of energy that is conserved on the demand side, can result in up to three units of energy less to be used on the generation side.

The potential for Energy-Efficient practices are therefore huge and in theory can more than double the useful energy being supplied, without consuming any additional primary energy resources.

Further losses as per Ottinger (2006) occurs at the consumer end where as much as another 60 per cent of the total net electricity generated, is wasted or lost due to the inefficient practices of the end user.

The importance of energy service companies to Eskom and South Africa, is that they are the designated implementation vehicles for EE (Energy Efficiency) & DSM (Demand Side Management) projects & programmes as per the guidelines set out by the National Energy Regulator of South Africa.

The reference to Eskom rebates should not be a predominant and integral part of solution at this stage, rather alternative options alongside packaged project financing, 12L tax incentives and DTI grant funding

Tax experts say: "meeting the requirements of two government incentives aimed at encouraging energy saving is complicated and expensive."

South Africa is still not making energy efficiency attractive enough to attract large buy-in, except through escalating tariffs"

Internationally ESCOs can be grouped into four categories:

This is the fourth emergency Eskom has declared this year.
