Ohio's Constitution is huge and it is important to differentiate between it and the US Constitution. We will look at 3 articles that lay out powers of Ohio that the Federal Government does not have.
Again, Ohio's Constitution is HUGE.
Because there is a lot to cover. Aside from what was stated there are Articles for: Militia (9), Agriculture (14), Amendments (16) and, Municipal Corporations (18).
The Constitution may be the blue print
for the state and local governments of Ohio but, the laws we follow every day are found in the Ohio Revised Code
This article/chapter deals with who can vote in Ohio and the limits on voting .
To vote in Ohio, a citizen must be:
a) 18 years of age,
b) have been registered to vote for 30 days before
the election.
Your ability to vote will lapse if you have not voted in
4 consecutive years of elections…you will have to reapply for your voting rights.
People who cannot vote include:
a) “people convicted of a felony,” &
b) “no idiot, or insane person, shall be entitled to the privileges of an elector.”
Section 3:Public School System, Boards of Education:
Provision shall be made by law for the organization, administration & control of the public school system of the state supported by public funds: provided, that each school district embraced wholly or in part within any city shall have the power by referendum vote to determine for itself the number of members & the organization of the district board of education, & provision shall be made by law for the exercise of this power by such school districts.
Section 4: State Board of Education
State Board of Education-19 member group (11 elected and 8
appointed by governor) that develops policies for the running of Ohio’s schools .
Superintendent of Public Instruction- Appointed by the State Board
of Education at the request of the governor, this person heads the Ohio Dept. of Education & carries out education policies, such as developing standardized tests & directing Academic Distress Commissions

It sets up the provisions for the 4 major
