Soon they took the matter to court and finally the to sides reached an agreement.
One of the steps Kay and her friends took was they sent letters to a lot of people and 90% of them did not want the bay to be filled in.
They also asked ecologists what would happen if the bay was filled in and then they took the information tho the City Council.
Another step they took was they asked the people in Save The Bay to send letters to the City Council asking them to not fill in the bay and soon City Council was flooded with letters!
