It was designed to counter violent crime in the United States, especially gun violence, which was much higher than almost anywhere in the world.

Included 9.7 billion dollars in funding for prisons, and 6.1 billion in funding for prevention programs

Sponsored by Representative Jack Brooks of Texas, its supporters included the pro gun-control Brady Campaign and the Campaign to Stop Gun Violence.

It was opposed by groups such as the National Rifle Association and Gun Owners of America.

It was implemented at the state, national, and local levels.

According to the National Institute of Justice, there were 1.3 victims of gun crimes in the Unites States the year the law was passed.

The VCCALEA was the largest crime bill ever passed by Congress at 356 pages in length.

Paid for the hiring and training of thousands of new police officers

Part of this was accomplished by focusing on recruiting former members of the Armed Forces into law enforcement

Overturned part of Higher Education Act of 1965, which allowed inmates to receive Pell Grants.

Included the Violence Against Women Act, which allocated $1.6 Billion to help prevent violence against women.

One of the most controversial parts of this bill was the Federal Assault Weapons Ban.

As the name implies, this Act banned the manufacture of weapons considered "Assault weapons," i.e. designed specifically for combat, as opposed to other applications such as hunting or sport.

After this was passed, the Bureau of Justice Statistics noted that the amount of people who were victims of gun crime plummeted from 1.3 million in 1994 to 330,000 in 2004.

The ban expired in 2004.

Many new actions were added to the list of federal offenses, including membership in gangs.

Under the VCCALEA, the federal death penalty was greatly expanded to include terrorism, murder of federal agents, and use of Weapons of Mass Destruction. Timothy McVeigh was executed under this Act.
