  • Requires a major review of the way things are done such as how the public sector can utilize ICT to reach global markets and deliver services in an effective manner.

  • Demands new skills, changes in mind-set, economic and social policies as well as the shifts in cultural norms.

  • This requires constant revision and needs changes and leverage on the ICT so that the country would not be left behind and may render oil less relevant to energy needs in the future

ENVIRONMENTAL ISSUE

  • Increasing educated citizens who are continuously exposed to outside world demand higher standard of services and greater accountability.
  • High expectations of the people are challenging the quality, efficiency, effectiveness and productivity of public services.
  • This requires the civil servants to be more anticipative, innovative and creative in meeting the consumers’ needs and responsive, accountable, efficient and effective in the utilisation of resources as well as the delivery of services.

  • Economic growth is the increase in the market value of the goods and services produced by an economy over time.
  • ability of a society to continue functioning into the indefinite future without being forced into decline through exhaustion of key resources.
  • ability to adjust to the changes in the environment in order to sustain the economy or the country.

  • Cross border pollution has contributed to the local’s environmental hazard.
  • Haze from local and abroad forest fires as well as flooding of low areas brings about some pollution problems which may affect the health and quality of life of its citizen in the long run.

1) Investments in energy efficiency and conservation

2) Zero deforestation on intact forests including rehabilitation of degraded and deforested lands

3) Low carbon lifestyle and zero-waste production.

4) Developing further a strong capital market including the Islamic bond market (sukuk) to help finance domestic growth

5) Investing in downstream industries and other economic clusters selected on the basis of Brunei Darussalam’s competitive strengths, export potential and employment opportunities for local people

6) Investing in world class infrastructure that is required to attract foreign and domestic investment in new export industries

8) Privatising those services currently provided by the public sector that are best undertaken by the private sector

9) Developing the expertise and skills required by commerce and industry through investment in our educational institutions; in research and development; and through collaboration with business
