When recited it means:
That Allah is the only God, and that Muhammad is his prophet
Muslims personally accept this as the truth
That they will obey all the commitments of Islam in their life

The Shahadah must be spoken publicly before a person is considered a muslim. The Qur'an states that the Shahadah must be "spoken by the tongue and with the full assent of the heart". This means that it is not a matter of saying the words but believing in them.
