Improved Juvenile Justice Response

Laminated cards were developed for police to refer to when they suspect CSEC on a case

Name badges improved access for community partners to visit youth in detention and Residential Alcohol and Drug (RAD)

Workgroup convened to review & update local child abuse protocols to include responding to CSEC survivors

Increased knowledge

Designated a meeting place that improves confidentiality for interviews with victims

Passed 8 key pieces of legislation that increase the penalties for people who procure or buy sex from children and eliminate loopholes to effective prosecution

Built strong collaborations

National Presentations by our CSEC multidesciplinary training team made at:

  • H.E.A.T. Watch National Trafficking Conference
  • The United Church of Christ National Youth Event

Training planned for all 600 Department of Community Justice staff

Facilitated the collaboration of law enforcement, criminal justice and state licensing programs to help combat human trafficking

A training team of 40+ community partners have provided 127 training sessions to professional and community groups. Since June 2010 we have trained over 9000 people.

SARC & Portland Police Bureau developed roll call training that provides patrol officers with information to recognize and respond to victims

Multnomah County CSEC Steering Committee recognized by The National Association of Counties (NACo), for implementing innovative county government programs to better serve area residents

250 girls ages 11-18 received training from 20 CSEC trainers

Monthly coordinator's teleconference with communities working to combat CSEC:

  • Orange County, CA
  • Alameda County, CA
  • Miami, FL

Staff and volunteers have received training on CSEC and have added it to their curriculum

Enhanced services for survivors

Board of Commissioners allocated $258,000 to create a CSEC residential option

Opened Oregon's first CSEC residential program

Board of Commissioners continued funding for:

  • a collaboration specialist
  • 2 full-time advocates
  • a portion of JYP shelter's operating costs

$154,601 in funds were secured for an in-jail human trafficking Sergeant position

Funds from the City of Portland have enabled SARC to expand its CSEC response unit to four advocates

Services Child Welfare division developed a CSEC special unit

  • 4.5 staff work with 60-70 CSEC survivors
  • Co-located with the Multnomah County Child Abuse Team

Provided support to 267 survivors

Utilizes Medicaid funding to provide treatment to survivors that addresses:

  • mental health
  • substance abuse
  • life skills

New case manager coordinates services with targeted service providers and law enforcement officers

  • Added 2-4 short term shelter beds
  • Added 7 new long term residential beds

Provides mental health treatment in a secure residential program
