How does the writer use language here to describe the character's environment?

The writer uses repetition to describe the character's environment.

"But it's tempting, so tempting, when I see the bounty waiting their before me."

The word "tempting" is repeated. This repetition exaggerates the want for the items in the character's environment. The word "bounty" also makes the items in the environment seem desirable. The idea of want and desire make the character seem potentially desperate for the items. This could make the reader concerned as the character is dependent on the items around them.
