The most common way of evaluating the policies is cost-benefit analysis. A policy can be evaluated by Congress and interest groups. The main goal policy evaluation and change is to make sure that the programs that were created are running effectively and meeting the requirements. Once the evaluation has been done then the critics can make the decision if they wish to eliminate, increase or decrease the program.

The agenda setting is the first phase

of the stages in Policy Process. This stage is

where decision makers make the decision of

what issue needs attention. Usually, the decision

makers will only choose those who seem more

important to the quality of life of the United States.

Agenda setting is a stage that is influenced by other three events. The first event is the Policy recognition. In this event the decision makers recognize what issue is important to the public that are essential for the health ans safety. Policy entrepreneurs help bring the issues to be recognized as important. Policy entrepreneurs are those who are interested with the issue that has been brought to attention. They use their time, money and energy in making the issue expand

through the community. The second event in agenda setting is Generate Solution. Generating solutions can come from from the Public, President, and Government branches. People who generate solutions is those interested with the issue. The Public interested, President, and Government can provide any kind of of solutions and bring it to the attention of the community. And finally the last event involved with agenda setting is Political Action. Political action indicates that the issue has to be important to most of the administrative. Those issues that are all in favor to most administrative are those who will most likely brought to the top of the list.

The fourth stage of the policy process includes the policy implementation. This stage is crucial for the development of a policies since during this stage is when the process to get the solution into action starts. During the Policy implementation is when the community will start to see some actions from the government. Many of the actions may include using the resources and arrangement to create a particular solution/program. Then we also see a clear translation of what that the law/policy means to the community. It is important that the community is able to understand the regulation of the new program is for them to be capable of following the rules that come with the policy.

The third stage of the Policy process includes Policy Legitimation. Policy legitimation includes the process of the acceptance of new policy to the public. This stage includes the political process which indicates that in order for the policy to be adopted all questions have to be answered and no concerns have to be upon making the decision. As a way to elimante any concerns public meeting and hearing will be held. Political debate is another way in which the policy Legitimation can be met.

During the Policy formulation it includes executive orders going into action. During this stage is where the rules are written down and implemented. The president, Government, Congress, and citizens have the right to organize interest groups. Not only are this groups involved in the policy formulation but also outside agencies. Agencies have the choice to sent out proposal to what they feel can help resolve the issue. The agencies work on a daily basis with the community so that means they have more expertise to what action would succeed in the community. This is why the relationship of agencies with Congress are so important. The iron triangle is when agencies, interest groups, and Congress work together to solve an issue in the community affected.
