What Does Real Change look like?

1.Create an Education (K-Post Secondary) specific standard that includes;

a) An enforcement framework for development, communication and implementation of an accessibility compliance and enforcement framework (Charles Beer 2010).

b) An incentive for corporations and institutions to remove barriers to access (Flaherty and Roussy 2014).

c) Legislation for accessibility that includes; attitudinal barriers, accommodation processes, and universal design.

d) A requirement for Post-Secondary institutions to explicitely state the bona fide academic requirements (BFAR) (Roberts.

Accessibility for Ontarians with Disabilities Act (AODA) 2005

Weakness of the AODA

Council of Ontario Universities

1. After 10 years only a few standards have been adopted;

2. Achieving the 2025 goal will be dependent on the government of the day;

3. No government enforcement despite substantial enforcement mechanisms;

4. No complaint or resolution process;

5. AODA requirements are dependent on a request for the service or material to be provided. This is reactive instead of intending to be proactive (more like the Code);

6. The five standards of the IASR do not address attitudinal barriers, accommodation processes, and universal design.

The Integrated Accessibility Standards Regulation (IASR) includes five standards, as well as some general requirements. The regulations include:

  • Customer Service Standard
  • Information and Communication Standard
  • Employment Standard
  • Transportation Standard
  • Design of Public Spaces Standard

The Council of Ontario Universities (COU) promotes the value of education, research and innovation that leads to social, cultural and economic success.

The provincial government funds the COU.

It consists of Ontario’s 20 publicly assisted universities and one associate member, the Royal Military College of Canada.
