Philippine Accreditation Bureau (PAB) is the national accreditation body of the Philippines
PAB is mandated by the government to handle the accreditation of certification bodies, inspection bodies, testing, and calibration laboratories
PAB operates based on ISO/IEC 17011, General requirements for accreditation bodies accrediting conformity assessment bodies.
PAB is recognized internationally with its membership to the International Accreditation Forum (IAF), International Laboratory Accreditation Cooperation (ILAC), Pacific Accreditation Cooperation (PAC) and Asia Pacific Laboratory Accreditation Cooperation (APLAC). PAB is also a signatory to the Multilateral Recognition Arrangement (MLA) for Quality Management System (QMS) and Environmental Management System (EMS) of PAC and Mutual Recognition Arrangement (MRA) of APLAC and ILAC.
The Philippine Accreditation Bureau (formerly Philippine Accreditation Office) used to be two divisions of the Bureau of Product Standards
In 2006, ISO/IEC 17011:2004, the international standard for operation of accreditation bodies, no longer allows accreditation bodies to also do certification, testing and other services that it accredits due to conflict of interests
On April 11, 2006, DTI former Secretary Peter B. Favila issued the DAO 04, transferring the accreditation functions from the Bureau of Product Standards to the Office of the Undersecretary of the Consumer Welfare and Trade Regulation Group. The office was named the Philippine Accreditation Office (PAO).
On May 18, 2009, E.O. 802 was issued pursuant to Section 13 of R.A. 9236 also known as “The National Metrology Act of 2003” which strengthened and recognized the Philippine Accreditation Office (PAO) as the national accreditation body, the central body to accredit inspection, testing and certifying bodies and other bodies offering conformity assessment services
Upon approval by the Department of Budget and Management (DBM) of DTI’s Rationalization Plan (pursuant to Executive Order No. 366 dated 04 October 2004) effective 17 October 2013, the Philippine Accreditation Office (PAO) was then renamed as Philippine Accreditation Bureau (PAB).
