Max Webers Bureaucracy is the current theory used in D.C.
1.Management by rules
Controlling by rules allows decisions made at high levels to be executed consistently by all lower levels.
2.Purposely impersonal
The idea is to treat all employees equally and customers equally, and not be influenced by individual differences.
3.An "up-focused" or "in-focused" mission
the organization's purpose is to serve the stockholders, the board, or whatever agency empowered it.

King inherited the stress and pressure of bringing a school back to the hope it was built upon. He had to start over, reevaluate, rehire, and rethink. He was in a school that was run with the structural approach, which was not working, and turned it around by using more of the human resource frame.
The frame that exist the most in DC is the political approach. "The political frame stresses that the combination of scare resources and divergent interests produces conflict" (Bolman & Deal, 2013, p. 201). The control of DC schools was controlled by a Board, however the control was completely turned over to the Mayor.

-Decreasing enrollment (which steadily declined for five years)
