Thomas Hobbes

What we as a society agree is ethical and how we enforce those behaviors.

Society must be ruled by an iron-willed authoritarian ruler, Leviathan, who is merciless about punishing those who cheat on society's agreements in order for social goodness to be possible.

Gordon's Leviathan

The government does not fulfill it's end of the contract and continues passing the buck from the president to the governor to the mayor, and then to the commissioner.
