Sub Problems

1) This research seeks to investigate if there are underlying factors within the funding policies at the federal and provincial level which are restricting the focus on preventative and transitional measures in addressing homelessness.

2) This research seeks to analyze which outcome- based measurements would be relevant for the community based organizations for future research on preventative and transitional strategies.

3) This research seeks to determine what long term programs and policies would best address the onset of homelessness in relation to the diversity of vulnerable persons at risk of absolute homelessness.
