The Commission can only reject initiatives if they :

Manifestly fall outside the competences of the European Commission to propose legislation

Are manifestly opposed to the EU‘s fundamental democratic values

Are manifestly abusive, frivolous or vexatious

Examination, public hearing in the European Parliament and answer by the Commission

The response, which will take the for will be formally adopted by the Commission

And published in all official EU languages

EU rejects first citizen's petition, on nuclear power

The Commission rejected the ECI "My vote against nuclear power"

The EURATOM Treaty for the promotion of nuclear energy prohibits the use of a citizens’ initiative directed against nuclear power

The "Right To Water" campaign recognises that all citizens need clean drinking water and quality sanitation.

The campaign asks the EU to guarantee these human rights through the promotion of water supply and sanitation as essential public services for all.

"The demand is clearly within the sphere of competence of the Commission

And legally be made the subject of a European Citizens’ Initiative"

The rules are too vague and allow the Commission to block an ECI without having been properly inspected in depth at an early stage
