IN ORDER FOR A BILL TO BE BROUGHT BEFORE THE HOUSES OF CONGRESS, A MEMBER OF CONGRESS MUST SPONSOR THE BILL.
ANYONE CAN CREATE A BILL, BUT IT IS THE JOB OF THE LEGISLATURE TO CARRY TO THE PRESIDENT TO MAKE IT A LAW.
Party membership for each committee refelcts the membership ratios in the full House.

Make A LAW
* Sign
* hold for 10 days and if Congress is IN
SESSION, it becomes a law.
Congress can override the veto with 2/3 vote of both housed of Congress.
VETO the Bill
* Veto by refusing to sign. At this
point, he must explain to
Congress why he vetoed it and
what it would take to get it
passed.
* Pocket Veto: He holds the bill
for 10 days and if Congress is
OUT OF SESSION, then the bill
dies.
