"I see a factionless man standing on the corner up ahead. He wears ragged brown clothing and skin sags from his jaw. He stares at me, and I stare back at him, unable to look away."
This just shows that they did not made the place a better place for every one. i can tell because the factionless in that time is us like a homeless today.

In this world no one should be living in poverty it is supposed to be a world were every one lives happy.
Factions
"Today is the day of the aptitude test that will show me which of the five factions I belong in. And tomorrow, at the Choosing Ceremony, I will decide on a faction; I will decide the rest of my life; I will decide to stay with my family or abandon them."
In a utopian world every one should be capable of living together and not have to be separated into different sections (factions) in order to be capable of living in a better world.

this is the begining of jeanine's pan she is trying to convinse all of the factions that the Abnegation is bad just to get rid of them imagen what she will say about all the other factions just so that she has all the power.

In a utopian world there should not be war because every one has no anger tower's any one but in this novel there is war between abnegation and erudite, but erudite is using dauntless as there army.
