the people to blame are the govern jerry brown and SoCalGas because the gov. didn't issue a state of emergency for the people living in the area until two months after they knew the leak was there. also the company that owns the well because they have yet to close the well but also made it worse by making the pipes collapse and making a creator that allowed more gas to be released.
The source of the leak is a metal pipe in a breached 7-inch casing of injection well that lies 8,750 feet deep. SoCalGas’s hypothesis was that the leak was no more than 500 feet down in the column used to move gas in and out of the well. Well SS 25 had been drilled in 1953 and initially had a safety valve, which was removed in 1979 as it was old and leaking. Because the well was not considered "critical, that is, one within 100 feet of a road or a park, or within 300 feet of a home", the valve was merely removed and not replaced. since the pipe and the well head its self was so old and there were no safety caps the gas pipes eventually collapsed in on itself and is now surfacing and causing the leak.
