Recommended the construction of University Drive missing link across the Hillsboro Canal in Palm Beach County

THIS STIPULATED AGREEMENT:
- Designated SR 7 between the Broward County Line and Glades Road as a Transit Oriented Corridor
- Required 2 dedicated transit/ special use lanes when LOS falls bellow LOS D within 5 years in Palm Beach County
*SR 7 improvements are included in the Broward and Palm Beach MPOs Long Range Transportation Plans (LRTPs)
- Add 2 Transit/Special Use Lanes
A settlement agreement was reached between Department of Community Affairs, Palm Beach and Broward Counties

Justification of the TSM Alternative
Reasons for discarding the Build Alternatives
- Improves level of service at some intersections and reduces travel time.
- Introduces TSM&O strategies to improve efficiency of arterial traffic operation and incident management.
- Adds multi-purpose pathways on both sides of SR 7 within Broward County and on the west side in Palm Beach County.
- Improves mobility and safety benefits for bicyclists through buffered and colored (green pavement) bike lanes.
- Requires minimal ROW acquisition.
- Capacity benefits associated with adding general purpose lanes are exceeded by negative impacts, including right-of-way requirements, community disruption and costs
- Special use/transit only lanes are not justified until transit headway is improved to less than 10 minutes (not anticipated due to lack of operating funds).
