EXISTING CONDITIONS

SR 7 COMMON VISION

FUTURE TRAFFIC

DEFICIENCIES (NO BUILD)

EXISTING TRANSIT SERVICE

PD&E BACKGROUND

Western Broward/ Palm Beach County

University Drive Connector PD&E Study

BCT Route 18

  • Serves Sandalfoot Blvd. to Golden Glades
  • Approximately 15,000 weekday riders
  • Few riders north of Sample Road
  • Split into 2 separate routes effective 1/19/14
  • Route 19 from Sandalfoot Blvd. to Lauderhill Mall

  • Pockets of traffic congestion

Recommended the construction of University Drive missing link across the Hillsboro Canal in Palm Beach County

University Drive

Connector

Palm Beach County Line

  • Increasing number of crashes

Palm Beach County did not support the recommendation

THIS STIPULATED AGREEMENT:

  • Designated SR 7 between the Broward County Line and Glades Road as a Transit Oriented Corridor

  • Required 2 dedicated transit/ special use lanes when LOS falls bellow LOS D within 5 years in Palm Beach County

*SR 7 improvements are included in the Broward and Palm Beach MPOs Long Range Transportation Plans (LRTPs)

- Add 2 Transit/Special Use Lanes

A settlement agreement was reached between Department of Community Affairs, Palm Beach and Broward Counties

therefore

BCT Route 441 Breeze

  • Serves Turtle Creek Drive to Golden Glades during morning and afternoon peaks
  • Expanded midday service effective 1/19/14

The Stipulated Settlement is no longer in effect per Palm Beach County

Collaborative effort to address mobility in northern Broward and southwest Palm Beach counties

PalmTran Route 91

  • Serves Glades Road to Marina Blvd.
  • 60 minute weekday headways

Vision Statement

  • To create a “Transit Oriented Corridor”
  • Provide support through plans, policies and implementation strategies
  • Implement sustainable land use strategies and mobility options

  • Gaps in connectivity of bicycle and

pedestrian facilities

  • Inconsistent transit quality of service

ALTERNATIVES CONSIDERED

Justification of the TSM Alternative

Reasons for discarding the Build Alternatives

  • Improves level of service at some intersections and reduces travel time.

  • Introduces TSM&O strategies to improve efficiency of arterial traffic operation and incident management.

  • Adds multi-purpose pathways on both sides of SR 7 within Broward County and on the west side in Palm Beach County.

  • Improves mobility and safety benefits for bicyclists through buffered and colored (green pavement) bike lanes.

  • Requires minimal ROW acquisition.

  • Capacity benefits associated with adding general purpose lanes are exceeded by negative impacts, including right-of-way requirements, community disruption and costs

  • Special use/transit only lanes are not justified until transit headway is improved to less than 10 minutes (not anticipated due to lack of operating funds).

Traffic Signal System Operation

  • Signal coordination through jurisdictional boundaries
  • Adaptive signal timing
  • Virtual freeway operation (VFO)

Traveler Information and Incident Management

  • Enhanced incident and emergency management
  • Traveler information system

Transit

  • Enhanced bus service
  • Bus lane with intermittent priority (BLIMP)

TRAFFIC

CONNECTION

NEXT STEPS

  • Adopt transit supportive land use plans and policies

  • Develop transit infrastructure to support phased transit corridor development

  • Improve transit reliability, convenience, and coordinated service options
  • Address operational and capacity needs

  • Evaluate premium transit on SR 7/ US 441

  • Connect and improve north-south transit services

  • Address gaps in bicycle and pedestrian facilities

  • Improve safety
  • Existing low-medium density housing, commercial office, retail and auto-oriented use

  • High percent of driving trips
  • Majority of trips within 10 miles
  • No predominant transit-dependent populations

  • Strong travel home-to-work travel patterns
  • South
  • Northeast (Boca Raton/ Delray)

  • Briefings to MPOs and Municipalities
  • LRTP amendments
  • Complete engineering and environmental support

documents

  • Complete NEPA document
  • Receive FHWA concurrency
  • Provide station infrastructure and amenities

  • Consolidate or eliminate several bus stops

  • Improve Bicycle and pedestrian access to transit

stations

  • Develop Mobility Hubs to connect modes
  • Walking, biking, transit
  • Park-n-ride, carpooling

  • Enhance connectivity of bicycle and pedestrian networks

  • Identify finding sources for transit operations

PROJECT DEVELOPMENT AND ENVIRONMENT (PD&E) STUDY

from SR 834/ Sample Road to SR 808/ Glades Road

Adding one special use lane in each direction to existing lanes

(6+2 Alternative)

*A total of seven preliminary build alternatives were considered

TSM - CONCEPTS INTERSECTION IMPROVEMENTS

  • Glades Road
  • Increase capacity of southbound left-turn storage bay.

  • Boca Woods Lane
  • Add a westbound left-turn lane.

  • Palmetto Park Road
  • Add a westbound right-turn lane.

  • Judge Winikoff Road
  • Add an eastbound left-turn lane.

  • Sandalfoot Boulevard
  • Add a westbound left-turn lane.

  • Marina Boulevard
  • Improve westbound left-turn storage.
  • Add an exclusive northbound right-turn lane.

  • Turtle Creek Drive
  • Add an eastbound to northbound left-turn lane.

TSM - CONCEPTS

ENHANCED BIKE LANES

CONCEPTS

  • Appeals to a wider range of bicyclists
  • Provides additional separation from motor vehicles
  • Allows side by side riding
  • FDOT and MUTCD approved
  • Increased visibility of bike lane
  • Reinforces priority to the bicyclists
  • FDOT and MUTCD approved
  • Potential pilot project for continuous green bike lanes

TSM - CONCEPTS

SHARED USED PATHS

  • Physically separated from travel lanes
  • Minimum of 10 feet wide
  • FDOT and MUTCD approved
  • Recommended on both sides of SR 7 within Broward County

and on the west side within Palm Beach County
