How it all happened?

With the federal and provincial governments in the middle of a power struggle, some type of constitution or agreement was inevitable.

Enough issues on Immigration status and provincial and federal joint jurisdiction arose.

The Accord recognized Quebec as a "distinct society", the goal of which Quebec had been trying to reach for years.

How it all didn't happen?

Critic's argued that it would weaken Federal power.

Many citizen's of Canada (not in Quebec) were not fond of the fact that Quebec was soon to be it's own distinct society.

The Accord was created "behind closed doors" and therefore became a symbol of backroom deal-making.

The final vote resulted against the Meech Lake accord and ultimately destroyed it.

Why is it named The Meech Lake Accord?

It was named after the lake north of Ottawa, where the premiers and federal leaders came to an agreement.

Why didn't the Meech Lake Accord ever happen?

The Meech Lake Accord came to fruition because Quebec wanted to badly to be a "distinct society". Therefore they wanted to be their own country aside from Canada.

When

Mid- 1980's

a new political climate emerged with the election of a Liberal government in Quebec.

1981

the separatist's refused to sign the new constitution proposed by the Prime Minister, Pierre Elliot Trudeau.

1982

Quebec became a legally bound province of Canada by the Constitution Act of 1982.

1987

the Meech Lake Constitutional Accord of 1987 was formed.

1990

all premiers finally agreed to accept the Accord.

Manitoba's delay of signing the Accord gave power to other provinces and allowed them to avoid bringing the issue to vote. This was yet another blow to the Meech Lake Accord and ultimately it's demise.

WHAT

In 1987 the Progressive Conservative government attempted to win Quebec's consent to the revised Canadian Constitution.

The result was the Meech Lake Accord.

This was an agreement between Federal and Provincial governments intended to strengthen provincial powers and declare Quebec as a "independent society".

Later on it was realized that the Accord would never come to fruition.
