Lowell was commited to social justice and reform and seized the oppurtunity to become involved in the Progressive reform and try to elimate the poverity in New York City. Lowell did so much work for the poor people that Governor of New York appointed her onto the State Board of Charities.

T. Guilford and Rev. Stephen H. Gurteen believed that the COS could solve the social and economic problems in Buffalo, New York.
Gurteen traveled to London, England to learn more about the COS (since they were the first to start a COS) in 1877. The Buffalo Charity Organization was launched in 1877, following the London model.
There was a sevre depression in the 1870s. Many industries, such as the railroad industry, were collapsing. After workers finally received their demands after the period of strikes, wages started to drop and many workers were laid-off.
The COS sent a agent to decide if a charity case was "worthy" enough of their service before they distributed any help. Volunteers would offer help for the families that were worthy and surpervise the family through their recovery. Instead of offering direct help, the organization addressed the cycle of poverty.
