Question 3: Is there more that the government can do?

The government can do more for impoverished children by trying to give low income families better hospital and healthcare benefits.

Problems with one or both of these items can result in:

  • Low birth weight
  • Risky behaviors such as smoking or engaging in early sexual activity. (Prostitution)
  • Exposure to violence in their communities which can lead to trauma, injury or disability. (Gang membership)
  • U.S. Census Bureau data shows that the U.S. poverty rate rose to 15.1 percent (46.2 million) in 2010, an increase from 14.3 percent (approximately 43.6 million) in 2009 and in 2008, 13.2 percent (39.8 million) Americans lived in relative poverty.
  • Children living in poverty are at greater risk of behavioral and emotional problems.

Why is poverty a national problem?

Skyrocketing foreclosures and job layoffs have pulled the rug out from under many families, particularly those living in low-income communities. Deepening poverty is linked with rising levels of homelessness and food insecurity/hunger and many Americans and children particularly affected by these conditions.

Poverty does affect some races more than others. Racism has existed in the United States for hundreds of years and that racism comes a lot of different rules. "40% of male black population in the state of Alabama will permanently lose the right to vote as punishment of a criminal conviction." "Single-mother headed households are more prevalent among African American and Hispanic families contributing to ethnic disparities in poverty."

  • Improve access to physical, mental, and behavioral care
  • Eliminating barriers such as limitations in health care coverage
  • Increase resources for public education and access to igher education
  • Illegal to dehumanize other races in public places
  • Teaching children early on that racism is wrong.
  • Passes to anywhere at anytime.
  • Etc.

The lives of African Americans have been profoundly shaped by the era of slavery. The era of racial terror that continued from the end of Reconstruction until World War II, and the era of Jim Crow. Racial apartheid that produced the civil rights movement, and now the era of mass incarceration.

  • Child negligence is increasing in states that cut their welfare levels. Children in poverty result increased maltreatment.
  • 10 - 15 percent of children with a working mother and absent father is predicted to increase substantiated cases of maltreatment by 21 percent.
