Once a case is referred to juvenile court, a juvenile court officer or prosecutor will make a decision if it is a case than can be handled off record or needs to be filed for formal charges.
Punishment in Oregon:
Murder is punishable by life imprisonment if the person was at least 15 years of age when the murder was committed. The minimum term for life imprisonment is 25 years.
Court can:
Impose a prison term of up to four years or the maximum term authorized for the crime
Commit the defendant for up to four years or the maximum term authorized for the crime

Mary Bell was an 11 year old girl who had an indefinite sentence of imprisonment. She was charged for strangling two toddlers to death. The police questioned her and her friend and during the investigation, the detective reported Mary smiling throughout the session. Psychologist confirmed that there was something psychologically wrong with her, so she only served 12 years of prison. She was released and was granted permission to have a new name in hopes to live a better life.
