Gov. initiated programs in areas like education, mental health services, etc. Many laws were passed about spending, but in October 1993, state and local interest groups sponsored a National Unfunded Mandates Day. The Unfunded Mandate Reform Act of 1995 was then passed and put in place during the Clinton Administration.
