Research activity of Aktobe Regional State University named after K.Zhubanov is performed in compliance with the University Charter and priorities of science development stipulated by the Strategy of the University development. It provides an opportunity for full realization of the intellectual potential of the University, upgrades the efficiency of the activity of the teaching staff and students on the study and solution of research and technical problems on the prior trends of social and economic development of the country as well as for the development of theoretical, methodical and practical research in the sphere of social, humanitarian, natural and technical sciences.
Research carried out in ARSU named after K.Zhubanov fully complies with the aims and tasks set by the Strategy “Kazakhstan-2050,” State strategy of industrial-innovative development, the Law of RK №407-IV “On Science” of February 18, 2011, the Law of RK №319-III “On Education” of July 27, 2007, State Program of the Development of Education of RK for 2011-2020 approved by the Decree of the President of the Republic of Kazakhstan №1118 of December 7, 2010 and State Educational Standard of RK 5.03.011-2006 “The system of education of the Republic of Kazakhstan. Research work in higher educational institutions.”
Research activity of the University is carried out in accordance with the University plan of activities, annual plans of work of subdivisions (departments, laboratories, lecturers’ individual plans) and course schedule of research (budget and initiative research).

Founded in 1966 as Aktobe State Pedagogical Institute, the university has adopted its current name in 2013 due to the reorganization by merging two institutions. Today K.Zhubanov Aktobe Regional State University (also known as ARSU) is one of the leading regional universities in West Kazakhstan. Kudaibergen Kuanovich ZHubanov is a scientist, the first Kazakh professor in philology and a founder of the Kazakh linguistics. He is a public figure and a statesman, one of the organizers of Kazakh branch of the Academy of Sciences of the USSR at the same time.
K.ZHubanov was born in Akzhar village, Temir-Urkach volost (nowadays it is Mugalzhar area) in Aktobe oblast.
In 1928 he graduated from the Yenukidze Leningrad Institute of Living East Languages and in 1929-1932 attended the post-graduate courses «Turkic languages» and «General linguistics» , first, at the same institute and then at the Institute of Language and Mentality under the Academy of Sciences of the USSR.
When K.ZHubanov was a child his maternal grandfather Taghybergen ZHamashuly sometimes took him with himself to visit the meetings of “Alash” party leaders. Later young Kudaibergen himself showed interest in the ideas of Alash and published his own poems, articles and feuilleton in newspapers "Kazakh", «Alash», «Kosem» and in "Kyzgaldak" magazine under the pen name Shekty and Qarasha bala. He was the initiator and an author of magazines "Tez" and "Ai" intended for Kazakh youth.
Besides the Kazakh language K.ZHubanov mastered some others, as: Persian, Arabian, Mongolian, Georgian, Chuvash, Komi, Russian, Komi, and practically all Turkic languages, the European languages, as English, French and German. The latter he mastered perfectly well. He showed interest to Chinese historical sources translated into Japanese. In pursuing this goal he began studying Japanese and planed to pass then to Chinese too. However his life was too short to realize these plans.
Kudaibergen ZHubanov’s record of service opens with the position of a secretary in 1918, gradually leading to the sphere of education and science. Easily carried away with research activities at the initial stage of his labour period he studies languages and psychology, pedagogics, logic and reflexology, as humanitarian aspects related to linguistics.
In 1932 he completed his postgraduate study and returned home. Since that time up to his arrest in November, 1937 K.Zhubanov worked as a professor and head of the Kazakh language and literature subdepartment, at the Kazakh pedagogical institute.
In 1933-1937 he is a member and head of the sector of Methods, Programs and Textbooks Board, in parallel, the Chairman of Education-and-Methods council under the Kazakh SSR National Education Commissariat, Chairman of the Kazakh SSR State Terminological Commission and the Editor-in-chief of the related bulletin.
In 1936-1937 - head of the linguistic sector and a staff-member of Academic Council and Presidium of the Academy of Sciences of the USSR (Kazakh branch), and Editor-in-chief of the “Academy Dictionary of the Kazakh Language”.
In 1935-1937 - membership in scientific council of Kazakhstan Institute of National Culture and the All-Union Central Committee for Latin alphabet.
