The law becomes official after the Governor General and Queen accept the bill. If they decline it, the law is gone.
This stage is were the senate has the last say in the bill before it gets passed on to the royal assent, unless the senate rejects the bill (which makes it go to the house of commons stage which makes the last two stages repeat again. That is the house of commons stage and then the senate stage again.
In the third reading, the bill could either be passed through the last to stages right to the royal assent sign off or it will go to house of commons last say and the senates last say.

They can accept the bill and it will go to the royal assent. They can accept some of the bill and pass it over to the senates final say. They can also reject the whole bill.
