EDPC requested a significant revisitation of the methodology for the rating exercise in time for the next biennium with the aim to ensure the best possible relevance, balance, sustainability and impact of the outputs not only in the short but also in the longer term

EDPC asked the Secretariat to clarify the financial implications of combining the work programme and budget for the two Outlooks and underlined the need to ensure equity in the ways in which the country profiles are financed, meaning that VCs will not be requested of countries with Country Profiles being published in 2015-16.

EDPC invited the Secretariat to review the publication cycle for all education flagships, including Education at a Glance, in light of the new arrangements.

Education Policy Outlook and Skills Outlook in alternating years

Careful review of actual cost of country profiles in 2013-14

Full costs amount to 50-65K Euro per profile

equals 1m Euro for the 17 profiles produced in 2013-14

Budget for profiles in 2013-14 was 340K Euro (800K-460K for Outlook publication)

Up-to-date country profiles on-demand

Sufficient resources for both outlook publications

Development of a sustainable model

Alternatives possible:

  • Postpone Policy Outlook and use resources for additional profiles
  • Postpone Skills Outlook and use resources for additional profiles

Enhanced GPS will deliver standardised profiles

CPF resources will be invested in GPS profile capacity

In the interim full profiles available on-demand against VCs
