The legend is told to scare kids that are naughty so they could become nice. Because in the legend, the sack man steals kids that are naughty. It also is used so that the parents could trick there kids so that they could do something the kids don't want to do.

The legend affects kids who would believe anything.

Francisco Varila Perez, a serial killer pedophile, took the lives of at least 10 children in multiple provinces of Santiago and eventually earned him the nicknames "The Monster of Carrascal" and "El Viejo del Saco." His last known victim, Luis Vergara Garrido, age six, was found raped and strangled in a vacant lot in Santiago. He attempted to rape a sixteen year-old, whom was able to later identify him by his distinctive, mutilated right hand. It is believed that he used only his left hand to strangle his victims, which left a very particular mark. Perez confessed to not just the attempted rape, but also the murder of Garrido, and nine others that he could remember. The murderer was also an alcoholic vagrant, and would travel from village to village with a sack thrown over one shoulder. Poor record-keeping and ill-equipped law enforcement allowed Perez to assault and kill unchecked for years; by his own estimation, he sexually assaulted two children, and was only able to kill 10 or more due to his "old age." He was sentenced to death, and executed in 1956.
