Summed up

Amid to increas support for a Constitutional amendment, Congress passed the 26th Amendment in March 1971; the states then ratified it, and President Richard M. Nixon signed it into law in July.

During World War II, President Roosevelt lowered the minimum age for the military draft age to 18, the minimum voting age had always been 21. “Old enough to fight, old enough to vote” became the slogan for a youth voting rights movement. In 1943 Georgia became the first state to lower its voting age in state and local elections from 21 to 18.

After an overwhelming House vote in favor on March 23, 1971 the 26th Amendment went to the states for ratification.

In two months the necessary three-fourths of state legislatures ratified the 26th Amendment, and President Nixon signed it into law that July

The long debate over lowering the voting age in America from 21 to 18 began during World War II and intensified during the Vietnam War, when young men did not have the right to vote were being made to fight for their country. A divided U.S. Supreme Court ruled that Congress had the right to regulate the minimum age in federal elections, but not at the state and local level.

Nixon was reelected in 1972, even though the younger age group was expected to vote democratic. After a 55% turnout in 1972, youth turnout steadily went down, reaching 36% in the 1988 election.

Though the 1992 election of Bill Clinton saw a bit of a bounce back, voting rates of 18 to 24 year olds stay well below the turnout of older voters.

The 2008 election of Barack Obama saw a voter turnout of some 49% of 18 to 24 year olds, the second highest in history.

This new law added the possibility of eleven million more voters. Approximately 5.5 million of these voters used their right to vote immediately in the Election of 1972, adding a good chunk to the voter rolls.

While turnout among those ages 18 to 24 are a bit low in the United States during recent elections, the right to vote is an important right for young adults...
