National Prison Rape Statistics Program (NPRSP)

Developed by the Bureau of Justice Statistics.

  • Designed to collect multiple measures on the incidence and prevalence of sexual assault.

4 Data Collections :

  • Survey of Sexual (SSV)
  • National Inmate Survey (NIS)
  • National Survey of Youth in Custody (NSYC)
  • National Former Prisoner Survey (NFPS)

* By using more than one method and measure , the data collections can together provide a deeper understanding of sexual victimization in correctional facilities.

*Based on a random sample or at least "scientifically appropriate;" and include at least one prison from each state.

*Use surveys of current and former inmates.

*Provide a list of institutions categorized and ranked based on prison rape incidence in their facilities and a list of uncooperative prisons from the sample.

*Passed in 2003.

PURPOSE:

Provide for the analysis of the incidence and effects of annual prison rape in Federal, State, and local institutions.

Provide information, resources, recommendations and funding to protect individuals from prison rape.

Sexual Misconduct Affects on a Facility and its Mission

  • Impacts the public perception of the corrections and its support for correctional activities.

  • Potential for litigation

  • Can be detrimental to security in a facility.

Wide range of inappropriate behaviors, associated more with the exercise of "power" than to the sex act.

Consent sets the standard for several corrections agencies that staff sexual misconduct compromises facility security.

In addition, since inmates are incapable of consenting, it establishes an environment that "should" prevent misconduct; resulting in effective investigations.

Role Of Management
