The author is saying GOP lawmakers question IRS chief over lost emails. he makes it seem a lot more harsh.
The language problem could've been avoided by using different words to make people understand the writing better. For example if someone says; "You are on the ball". you're not really on a ball but you are doing a good job. This could mean two things but you just have to think of the word that best fits the word around it.
The purpose of the text was to entertain and inform the readers about what the IRS chief did with his emails, and why all of a sudden they are lost.
Open to more than one interpretation; having a double meaning.
