"Rosa's Law - Amends the Higher Education Act of 1965, the Individuals with Disabilities Education Act, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnerships Act of 1998, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act of 2008, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.
Declares that the changes by this Act are made without any intent to: (1) change the coverage, eligibility, rights, responsibilities, or definitions referred to in the amended provisions; or (2) compel states to change terminology in state laws for individuals covered by a provision amended by this Act".

"As a result of this bill, the Department of Disabilities (DOD) will establish a Steering Committee of stakeholders, including law enforcement and disability representatives. Through a competitive process, the Steering Committee will select one or more entities to implement a training Alliance, which will: 1. Prepare and support advocates with intellectual and developmental disabilities to play an active role as trainers of law enforcement. 2. Connect law enforcement with trained educators who have developmental disabilities. 3. Promote collaborative efforts that support community inclusion. 4. Identify resources needed to prepare and support educators with developmental disabilities. The DOD and the Steering Committee will evaluate the Alliance’s activities and outcomes and develop recommendations for sustainability and expansion, including costs and potential sources of funding. The sustainability and expansion plan will consider the training needs of law enforcement, as well as other public and private sectors necessary to ensure effective and appropriate interaction with people with IDD in order to build relationships and improve safety for the entire community".

"Schivao's Husband Has Right To Let Her Die
Terry Schivao's husband Michael is given the right to remove her feeding tube. Terry dies at the age of 41 after living 15 years in a "persistent vegetative" state. Despite numerous protests by her parents, she dies from dehydration after the feeding tube is removed by court order. The case gains national attention and continues to direct public focus on living wills and other forms of life/estate planning. Schiavo left no written instructions concerning her wishes if she were to ever become so severely disabled".

"New over-the-road buses ordered on or after July 26,1996 (July 26, 1997, for small companies), must be accessible. After completion of study, the President may extend the deadline by one year, if appropriate.
