Reasoning

Taking care of the immigrants was big business. A powerful boss may claim the loyalty of thousands of followers. Political machines offered the opportunity for a "boss" to nearly have control of who was elected as a city official. With the help of immigrants the political machines created an almost never ending circle of control of the city.
