Health Canada and First Nations Representatives got together and started this 5-year program which had the following things:

1. A plan to upgrade and build water facilities

2. An effective water quality program which improves the detection of drinking water problems to reduce the possibility of risk in health

3. A program to ensure the safety and protection of the people

4. A plan for the expansion and improvement of the training programs to make sure that everyone has the knowledge, skill and experience to fulfill their responsibilities

5. A water management with responsibilities of improvement in emergency response procedures.

6. A public awareness campaign informing First Nations decision-makers of their roles in ensuring the safety of water supplies

Kashechewan Action Plan

The Government of Canada has announced an action plan to assure the health of residents of Kashechewan well being and sustainability of their community. The plan were revealed after a meeting between the Minister of Indian Affairs and First Nations leaders in Ottawa.

The plan to resolve the situation in kashechewan fixes most of the problems but not all. The most drastic problem, the water problem is being fixed by shipments of bottled water; stepped-up water monitoring; stabilization and long-term fix of water treatment facilities; additional water safety in the community through the deployment of a portable water purification system (mini-DART);

and deployment of certified water treatment operators. It also fixes the health problem and housing problem by increased and accelerated integrated health services; additional housing; and enhanced social services. But the new plan does nothing towards the lack of employment and crime rate, "Crime is rampant, the police are considered almost totally ineffective, there are frequent teenage suicides and alcohol and drug abuse is ravaging the youth." And since they are not actually being moved the flooding problem will continue because they are not being moved of the flood plain.

The plan includes steps to support the residents of Kashechewan by providing the following:

• increased and accelerated integrated health services;

• shipments of bottled water;

• stepped-up water monitoring;

• stabilization and long-term fix of water treatment facilities;

• additional water safety in the community through the deployment of a portable water purification system (mini-DART);

• deployment of certified water treatment operators;

• availability of federal facilities to house evacuees;

• additional housing; and

• enhanced social services.

Kashechewan Water Crisis

Kashechewan

Kashechewan is a Cree First Nations community of about 1,000 people. It's about 10 kilometers upstream from James Bay on the Albany River in Northern Ontario. This community lies on the flood plain of Albany and many of it's buildings are capable to flooding, especially during the season of Spring. In the year of 1955, a new water treatment plant was built to replace the old one that had deteriorated beyond repair.

Some in the reserve say that the new plant was built too small, therefore making it unable to handle the expansion that the community underwent.

Also, the intake pipe for the new treatment plant was placed downstream from the community's sewage lagoon, causing tides from James Bay push the dirty water back and forth across the intake.

In October of 2005, high E. coli and “shock” chlorine levels were found in Kashechewan’s drinking water. This led to a worsening of common skin problems, such as scabies and impetigo.
