Pluto is in the Kuiper Belt, the Kuiper Belt are many tiny ice pieces that are fragments from other planets.

Pluto hasn’t “Cleared the neighborhood” -Natgeo wild, Which means there are still other bodies a similar size, so that means Pluto isn’t the dominant planet.

Pluto was a planet, until scientists discovered that there were other dwarf planets around the same size as Pluto, when they found out there were other planets like Pluto, they decided to declare Pluto a dwarf planet.
